The Operations Support Division (OSD) of the Office of Information and Communications Technology (OICT) welcomes you to the registration portal for the UN Signals Academy “Information & Communications Technology Training of Trainers Course #3” (ICT-TOT#3ENG), scheduled to take place from 03 to 14 August 2020 in Entebbe, Uganda.
The Training of Trainers Course is a specialized training programme for military signals and police ICT specialists. The programme is a direct response to the recommendation from the Annex to the Letter of the Secretary-General to the President of the Security Council dated 15 December 2017 on a mechanism to fill capability gaps. The Letter is a follow-up to Security Council Resolution 2378 (2017) and encourages training support provided to troop-contributing countries (TCCs) to be focused on building self-sustaining national training capacity.
The course is two weeks in duration and is fully conducted in English. The objective of the course is to provide participants with the necessary knowledge and skills relating command, control, communications’ operations, planning systems, UN-owned equipment, UN policies, regulations and standard operating procedures as well as training delivery skills required to strengthen T/PCCs’ capacity to train signals and ICT personnel deploying to UN peacekeeping missions.
Course participants will be divided into two groups: Communications Systems and IT systems. In order to ensure group balance, Member States are encouraged to nominate a maximum of two candidates for each group.
All costs associated with participating in the course (airfare, accommodation and meals) will be sponsored by the United Nations, enabled by the generous donation of the Government of Denmark.
Participants must have valid international health insurance coverage while attending the course. While medical support for first aid services is available at the Entebbe Support Base, the provision of health insurance remains a national responsibility.
All required transit and visa requirements must be obtained by the participants. Please ensure that participants receive the visas prior to travel. Obtaining visas is a bilateral agreement between the participants and the transit or entry country. Therefore, it is the sole responsibility (monetary and administrative) of the participating Member States.
Participants who do not arrive on the first day of the training for circumstances other than unforeseen flight delays will not be accepted later than the second day of the course. Costs associated with late arrival (airfare, accommodations and meals) will be the responsibility of the participant’s Member State.
The course is open to 22 participants. Candidates who attended previous editions of the course cannot reapply. Member States are strongly encouraged to put forward female nominees in line with the Secretary General’s approach to gender parity and in accordance with the UN recognition of the critical role of women in peace and security.
Registering nominated military and/or police candidates must have the following mandatory profile requirements:
- Military rank: Captain / Major / Lieutenant colonel
- Police rank: Assistant Superintendent and above
- Qualification: Military Signals or Police ICT officers
- Experience: Minimum of two (2) years as signals or ICT officer in a military or police unit required
- Experience: Minimum of one (1) year as a military signals or Police ICT trainer required
- Experience: past deployment in a UN peacekeeping mission desirable
- Language: Fluency in English.
