In line with the Cancún Adaptation Framework under the United Nations Framework Convention on Climate Change (UNFCCC), countries are encouraged to formulate and implement National Adaptation Plans (NAPs) to reduce vulnerability to climate change and integrate adaptation into national development planning. The process to formulate and implement NAPs was established by the Conference of the Parties through decision 1/CP.16, paragraphs 15-18, enabling Parties to identify medium- and long-term adaptation needs and to develop and implement strategies and programmes to address them. Its objectives and initial guidelines were subsequently set out in decision 5/CP.17, which frames the NAP process as a means of reducing vulnerability and integrating climate change adaptation into national and sectoral development planning.[i] NAPs provide a coherent framework for addressing medium- to long-term climate risks, strengthening adaptive capacity, and promoting climate-resilient development pathways.
For countries in East and Southern Africa, adaptation is a critical priority due to heightened exposure to climate risks such as droughts, floods, and changing rainfall patterns that affect agriculture, water resources, biodiversity, and livelihoods. While many countries have initiated adaptation planning processes, several have not yet submitted their NAPs or remain at early stages of development. The NAP process goes beyond producing a formal document: it promotes institutional coordination, evidence-based planning, stakeholder engagement, and alignment with national development strategies, including Nationally Determined Contributions (NDCs). It also plays a key role in unlocking climate finance, guiding investment decisions, and strengthening resilience across sectors.
Tanzania stands out as a leading example in the region, having completed and officially submitted its National Adaptation Plan (NAP). The country has established a multi-sectoral coordination mechanism led by the Vice President's Office (Division of Environment) and has aligned its NAP with the Tanzania Development Vision 2050, NDC 3.0, the Long-Term Low Emission Development Strategy (LT-LEDS), and relevant sector policies. This achievement underpinned by strong institutional coordination, inclusive stakeholder engagement, and integration of adaptation into national planning frameworks provides a practical, replicable model for regional peer learning.
