The United Nations Office of Counter-Terrorism (UNOCT) kindly invites you to the Fourth United Nations High-Level Conference of Heads of Counter-Terrorism Agencies of Member States (HLC) form 29 June to 2 July 2026 at the United Nations Headquarters in New York, under the auspices of Secretary-General Guterres. The Conference will focus on the overarching theme of "A Future Free from Terrorism: Consolidating the Global Commitment to Multi-Stakeholder Approaches to Counter Terrorism through Member States' Leadership and Action."
The HLC will feature four interactive thematic working sessions and will bring together Government Leaders, Heads of Counter Terrorism Agencies of Member States as well as a strong cadre of CT/PCVE practitioners and experts from the UN system, international and regional organizations, civil society including youth, women, human rights actors, victims of terrorism, academia and the private sector, to discuss key counter-terrorism priorities, trends, emerging risks and challenges, and preventive strategies and solutions under the four pillars of the GCTS strategy.
The HLC is part of UNOCT’s Third Counter-Terrorism Week (CT Week), scheduled from 26 June to 2 July 2026, which also includes the Plenary Meeting of the General Assembly on the adoption of the Ninth Review Resolution of the Global Counter-Terrorism Strategy (1 and 2 July 2026), and approximately 20 side events to be held during the entire CT week from 26 June to 2 July 2026.
