I. Background

South-South and triangular cooperation (SSTrC) has been a core modality of ESCAP’s work since its inception and continues to be one of the important drivers of regional cooperation in Asia and the Pacific. Supporting member States in multiple ways, i.e., capacity-building, policy coordination, facilitating regional integration and connectivity, and enabling exchanges of knowledge, good practices and technological innovations, SSTrC has resulted in increased volumes of South-South trade, foreign direct investment flows and technology transfer and has supported the implementation of the 2030 Agenda for Sustainable Development in the region.

Over the past two years, the COVID-19 pandemic has revealed the shared vulnerability and deep fragilities of the Asia-Pacific region, reinforcing the role of cooperation in addressing these. During this time, ESCAP has reshaped its priorities to respond to the unprecedented crisis created by the COVID-19 pandemic by developing the “Socio-economic Response to COVID-19: ESCAP Framework”, which provides regional and subregional solutions in line with the global UN framework. Importantly, it underscores the need for regional cooperation and collaboration for a sustainable recovery while maintaining progress towards the Sustainable Development Goals.

ESCAP’s Technical Cooperation Highlights 2020-2021 publication, the second in the series, presents major achievements of ESCAP’s technical cooperation programme during the pandemic while drawing lessons for solutions that secure a more resilient and sustainable future for the region. This publication details the steps that ESCAP is taking to deliver on its mandates and priorities of its member States making linkages to the UN Secretary-General's “Our Common Agenda” to respond to crises through solidarity, multilateralism and partnership, including through South-South and triangular cooperation.

Looking forward, 2022 will mark a milestone in South-South and triangular cooperation in Asia and the Pacific. The Government of Thailand, ESCAP and the United Nations Office for South-South Cooperation (UNOSSC) will jointly host the eleventh Global South-South Development Expo in Bangkok, Thailand, from 12 to 14 September 2022, under the theme “Advancing South-South and triangular Cooperation for Sustainable COVID-19 Recovery: Towards a smart and resilient future”. In the context of the Global Expo, ESCAP has developed a virtual exhibition on South-South Cooperation showcasing ESCAP’s work in various sectors, including through its subregional offices and regional institutions.

II. Objectives

The side event will launch ESCAP’s Technical Cooperation Highlights 2020-2021 publication and showcase results and achievements of ESCAP’s work in delivery and facilitation of regional cooperation. By providing the opportunity for an in-depth discussion, the side event will show how ESCAP’s technical assistance efforts

  • Contributed to advancing sustainable development in Asia and the Pacific;
  • Helped developing countries to obtain knowledge, expertise and technologies from the more experienced countries of Asia and the Pacific;
  • Leveraged South-South and triangular cooperation to empower people.
