Regional consultations of National Mechanisms for Implementation, Reporting and Follow-up (NMIRFs)-Europe and Central Asia

HRC resolution 42/30 requested the Office of the United Nations High Commissioner for Human Rights (hereafter OHCHR) “to organize five regional consultations to exchange experiences and good practices relating to the establishment and development of national mechanisms for implementation, reporting and follow-up, and their impact on effective implementation of human rights obligations and commitments, in consultation with all relevant stakeholders.”

Originally planned to be held in Paraguay, Ethiopia, Kyrgyzstan, Lebanon and Thailand, the consultations will take place remotely due to the prevailing circumstances.

The consultation organized on 24-25 November will suit time zones compatible with Europe and Central Asia. They will be held with interpretation in English, French, Russian and Spanish. The online platform will provide captioning. The link to the meeting will be sent to registered participants.

La résolution 42/30 du Conseil des droits de l’homme a demandé au Haut-Commissariat des Nations Unies aux droits de l’homme (ci-après le HCDH) «d’organiser cinq consultations régionales consacrées à des échanges de données d’expérience et de bonnes pratiques concernant la mise en place et le perfectionnement de mécanismes nationaux de mise en œuvre, d’établissement de rapports et de suivi, et leur incidence sur la mise en œuvre effective des obligations et engagements en matière de droits de l’homme, en consultation avec toutes les parties concernées.»

Initialement prévues au Paraguay, en Éthiopie, au Kirghizstan, au Liban et en Thaïlande, les consultations se dérouleront à distance en raison des circonstances actuelles. Les consultations qui se tiendront les 24 et 25 novembre conviendront aux fuseaux horaires compatibles avec l'Europe et l'Asie centrale. Elles se dérouleront avec interprétation en anglais, français, russe et espagnol. La plateforme en ligne fournira un sous-titrage. Le lien vers la réunion sera envoyé aux participants qui se seront enregistrés.

La Resolución 42/30 del CDH solicitó a la Oficina del Alto Comisionado de las Naciones Unidas para los Derechos Humanos (en adelante, OACNUDH) la organización de "cinco consultas regionales para intercambiar experiencias y buenas prácticas relativas al establecimiento y desarrollo de mecanismos nacionales de implementación, informes y seguimiento, y su repercusión en el cumplimiento efectivo de las obligaciones y compromisos en materia de derechos humanos, en consulta con todas las partes interesadas pertinentes.”

Inicialmente previstas para celebrarse en Paraguay, Etiopía, Kirguistán, Líbano y Tailandia, las consultas tendrán lugar a distancia debido a las circunstancias imperantes. Las consultas organizadas los días 24 y 25 de noviembre desde el Palais des Nations se adaptarán a los husos horarios compatibles con Europa y Asia Central. Las consultas se realizarán con interpretación en inglés, francés, ruso y español. La plataforma en línea ofrecerá subtítulos. La pantalla se mostrará en la sala.

      State actors will discuss the capacity of their national system to disseminate information, organize and coordinate information gathering and data collection from government entities, but also other State actors such as the national office for statistics, parliament and the judiciary

      States actors will discuss the capacity to track the issuance of recommendations and decisions by the international and regional human rights mechanisms; systematically capture and thematically cluster these recommendations and decisions in a user-friendly spreadsheet or database; identify responsible government ministries and/or agencies for their implementation; develop follow-up plans, including timelines, with relevant ministries to facilitate such implementation; and manage information regarding the implementation of treaty provisions and recommendations.
