The meeting of the High-Level Political Forum on sustainable development convened under the auspices of the Economic and Social Council, will be held from Tuesday, 9 July, to Thursday, 18 July 2019; including the three-day ministerial meeting of the forum from Tuesday, 16 July, to Thursday, 18 July 2019.

The theme will be "Empowering people and ensuring inclusiveness and equality". The set of goals to be reviewed in depth is the following:

  • Goal 4. Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all
  • Goal 8. Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all
  • Goal 10. Reduce inequality within and among countries
  • Goal 13. Take urgent action to combat climate change and its impacts
  • Goal 16Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels
  • Goal 17. Strengthen the means of implementation and revitalize the global partnership for sustainable development

There are three ways for NGOs to participate at the HLPF:

1. Does your organization have ECOSOC Consultative status?

In order to attend the 2019 HLPF, Organizations that have ECOSOC Consultative Status must have an annual or temporary UN Grounds Pass in addition to completing this HLPF Registration form.

Organizations in consultative status with ECOSOC must request grounds passes to attend the HLPF. These passes should be requested as soon as possible, and no later than 28 June 2019.

Organizations that are in consultative status with ECOSOC can request up to 9 temporary grounds passes at a time, in addition to 7 annual grounds passes.

2. Is your organization on the CSD Roster?

In order to attend the 2019 HLPF, organizations on the CSD Roster must complete the HLPF Registration Form to request temporary grounds passes for the HLPF.

CSD Roster organizations can request up to 5 temporary grounds passes. Once the registration is approved, a confirmation will be sent.

Information on how to obtain temporary grounds passes for organizations on CSD Roster will be sent to approved participants after registration is closed.

3. What if your organization does not have ECOSOC Status and is not it on the CSD Roster?

Being accredited to the UN is not a prerequisite to participate at the HLPF.

The Major Groups and other Stakeholders may choose, at their discretion, to include representatives of these organizations under their umbrella so that they may participate on behalf of accredited organizations. If you are registering through an umbrella organization through one of the MGoS, please do not use this form. Instead, contact the Focal Point umbrella organization of your MGoS.

Travel, Visa and Subsistence: 

All participants are responsible for securing their own funding for travel and subsistence and for making their own travel arrangements. You will also need to make your own U. S. visa and transit visa arrangements, if applicable.
