Africa’s PPP challenge is no longer only about policy ambition or the availability of capital; it is increasingly about execution capacity. Many countries have established PPP laws, units and project pipelines, but continue to face constraints in early-stage project development, feasibility analysis, risk allocation, affordability assessment, procurement, contract management and the conversion of infrastructure priorities into bankable projects. ECA’s convening role, analytical capacity, and partnerships with ALSF, AfDB, UNECE, and other institutions place it in a strong position to help address this gap through structured capacity building and peer learning.
