Background
By decision 11/CMA.7, Parties decided to hold deliberations under the Veredas Dialogue on the implementation of Article 2, paragraph 1(c), of the Paris Agreement and its complementarity with Article 9 of the Paris Agreement, building on the Sharm el-Sheikh dialogue (2023-2025) and taking into account the concerns and safeguards outlined in paragraph 3 of the same decision.
As part of ongoing intersessional engagement with Parties and non-Party stakeholders, the co-chairs of the Veredas Dialogue for 2026, Debra-Lee Swanepoel (South Africa) and Ralien Bekkers (The Netherlands), communicated their intent to, to convene a series of targeted virtual engagement sessions with stakeholders from across the financial system during the second half of September. The sessions will serve to follow up on issues emerging from the Veredas Dialogue and deepen the collective understanding of practical approaches, opportunities and challenges associated with implementing Article 2, paragraph1(c), of the Paris Agreement and its complementarity with Article 9 of the Paris Agreement.
Objective
• Deepen the shared understanding of the practical opportunities, barriers and enabling conditions for creating finance flows that support low GHG emissions, climate-resilient development pathways, recognising different national circumstances and sustainable development priorities.
• Bridge perspectives between the climate and finance communities by fostering technical dialogue among Parties, ministries of finance, central banks, multilateral development banks and the private financial sector to share experiences, promote peer learning, and identify practical pathways for country-led implementation.
• Explore actionable technical solutions to strengthen domestic action and international cooperation, identify areas of convergence across stakeholder groups, and inform the ongoing work of the Veredas Dialogue and broader efforts to implement Article 2, paragraph 1(c), and its complementarity with Article 9.
Participation: In addition to invited stakeholders, the technical sessions will be open for attendance by all interested Parties and non-Party stakeholders, with a view to following the discussions.
