Peace Operations Crisis Leadership and Integration Course

The Peace Operations Crisis Leadership and Integration Course (PCLIC) is an intensive four-day programme for senior peace operations leadership. Drawing directly from UN System-Wide Crisis Management Policy, DPPA-DPO-DOS Guidelines on Crisis Management in United Nations Peace Operations and tested field practices from the DPO Crisis Management Capabilities Project (2019–2026), the course prepares senior leaders to lead effectively across all stages of a crisis.

The course combines high-level expert discussions, peer learning and three progressively complex tabletop exercises (TTXs) to build shared understanding of roles, reinforce decision-making frameworks and develop personal crisis leadership strategies.

Target Audience: Senior peace operation leadership including:

•              Special Representatives of the Secretary-General (SRSGs) and Heads of Peace Operation

•              Deputy SRSGs / Deputy Heads of Peace Operation

•              Force Commanders

•              Police Commissioners

•              Directors/Chiefs of Mission Support

•              Chiefs of Staff (serving as Crisis Coordinators) Principal/Chief Security Advisers

•              Heads of Political, Human Rights, and other key peace operation components

 

Course Objectives

By the end of the four days, participants will be able to:

•              Articulate the roles, responsibilities and decision-making authorities of senior crisis leaders across all crisis stages (preparedness, response and recovery).

•              Apply the DPPA-DPO-DOS Crisis Management Guidelines framework — including crisis management architecture, crisis priorities and UNHQ coordination — to real and simulated scenarios.

•              Lead and participate effectively in Crisis Management Team (CMT) and Security Management Team (SMT) processes’

•              Develop and communicate strategic crisis decisions under conditions of uncertainty and time pressure.

•              Integrate gender, WPS and protection considerations into crisis preparation and response and

•              Develop a personal senior-level crisis leadership strategy for implementation after the programme.
