In response to the COP28 Global Stocktake decision, which calls upon all Parties to complete their National Adaptation Plans (NAPs) and significantly advance implementation by 2030, enhanced coordination and scaled support are imperative. Within the East and Southern Africa region, comprising 19 Parties including 11 Least Developed Countries and 2 Small Island Developing States, progress remains varied. To date, Nine countries have submitted NAPs, while others are at advanced formulation, early development, or preparatory stages.
Recognising the diversity of national circumstances, capacities, and challenges, tailored and coherent assistance is essential. Although the support landscape has expanded with contributions from United Nations agencies, multilateral development banks, and intergovernmental institutions, partners have noted risks of duplication and fragmentation. Following the Regional Dialogue on Accelerating Support for NAP Formulation and Implementation, there is still a clear expression of need for a sustained coordination mechanism to improve synergy, coherence, and the scale of assistance.
Accordingly, the UNFCCC Regional Collaboration Centre for East and Southern Africa is convening a Roundtable Dialogue. This meeting aims to create a shared platform for partners to:
- Review the current landscape for NAP formulation and implementation across the region.
- Identify country-specific and regional gaps that hinder progress toward NAP submission and 2030 implementation milestones.
- Share partner support opportunities, including technical and financial assistance in existence or incoming.
- Explore opportunities to harmonize efforts, promote complementarities, and enhance the effectiveness of country-level delivery.
