Global Expert Meeting: Toward a Human Rights-Based Approach to CEFMU Laws,

17-18 November, 2025

The Child, Early, & Forced Marriage & Unions (CEFMU) and Sexuality Working Group (SWG) and UNFPA are organizing this meeting at the United Nations in Geneva on 17-18 November 2025.

Since 2019, the SWG, a coalition of over 20 global and national NGOs, donors, researchers, and networks, has been working to break the silence around control of adolescent girls’ sexuality, shifting the international narrative on CEFMU from simply delaying marriage to expanding girls’ rights, choices, and agency over their bodies and relationships. The SWG and UNFPA have partnered frequently on issues of bodily autonomy and girls’ decision-making, including child marriage laws.

This global convening will be an expert group meeting in which diverse stakeholders dialogue with each other and engage deeply with the evidence on the impacts and challenges of creating and implementing laws that both prevent CEFMU while also expanding rights and opportunities for adolescent girls and young women. Global Consultation: OHCHR's Guidelines on Preventing and Responding to Child and Forced Marriage

Building on its previous thematic reports, the Office of the High Commissioner of Human Rights is organizing a global consultation, in collaboration with UNFPA and the Child, Early, and Forced Marriages and Unions and Sexuality Working Group, to:

  • Carry out an evidence-based analysis of existing practices 
  • Identify promising practices to implement normative and policy measures at the local and national level
  • Consolidate lessons learned
  • Solicit inputs on the key content of the guidelines
