Background 

CMA 4 decided to launch the Sharm el-Sheikh dialogue between Parties, relevant organizations and stakeholders to exchange views on and enhance understanding of the scope of Article 2, paragraph 1(c), of the Paris Agreement and its complementarity with Article 9 of the Paris Agreement and requested the secretariat, under the guidance of the COP27 Presidency, to organize two workshops in 2023 in this regard and to prepare a report to the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement on the deliberations at these workshops.

CMA 5 decided to continue and strengthen the Sharm el-Sheikh dialogue between Parties, relevant organizations and stakeholders to exchange views on and enhance understanding of the scope of Article 2, paragraph 1(c), of the Paris Agreement and its complementarity with Article 9 of the Paris Agreement referred to in decision 1/CMA.4, paragraph 68, including with regard to the operationalization and implementation of Article 2, paragraph 1(c), in 2024 and 2025. Ms. Gabriela Blatter (Switzerland) and Ambassador Mohamed Nasr (Egypt) were appointed as the co-chairs of the dialogue by the CMA 5 President and the modalities of the strengthened dialogue in 2024 and 2025, include among others, the organization of at least two workshops by the secretariat, under the guidance of the co-chairs, and the development of reports on each of the workshops, and an annual report on the dialogue in 2024 and 2025 respectively for consideration at CMA, to be prepared by the secretariat under the guidance of the co-chairs.

Based on the views expressed by Parties and non-Party stakeholders over the course of 2023 and 2024, including through the recent call for submissions, a number of potential topics and issue areas have been suggested by Parties and non-Party stakeholders for discussion during the dialogue in 2024, as communicated in the Co-chairs’ message dated 6 May 2024.

Objective

The main focus of the second workshop will be on the role of the international financial system and of different actors within and outside the Paris Agreement, and on transparency and credibility with a focus on the avoidance of greenwashing and maladaptation. The workshop will build on concrete examples and actions taken and facilitate a sharing of experiences and best practices among the various stakeholders.

Format and Participation

The workshop will take place on 6 and 7 October in Sharm el-Sheikh, Egypt (location to be announced), co-hosted by the Ministry of Foreign Affairs of the Government of Egypt and UNDP Egypt, and is open to invited Party and non-Party stakeholders for on-site participation. Further detail regarding the registration process has been communicated to Parties and Observer StatesUN organizations and admitted intergovernmental organizations, as well as to other non-Party stakeholders in respective notifications. To ensure inclusive and broader participation, the dialogue will be held in a hybrid format, enabling virtual participation. As mandated, the dialogue will have webcast.

The facilitation of engagement and interaction of a broad range of stakeholders in the dialogue workshops continues to be a central aspect to the organization of work in 2024 and 2025, in accordance with the renewed mandate. The co-chairs, with the support of the secretariat, are committed to ensure inclusiveness of participation and engagement in the dialogue workshops. The provisional programme presents the themes and topics for discussion at the second workshop in 2024. It takes into account the views expressed by Parties and non-Party stakeholders throughout 2023 and up to July 2024, in their submissions as well as the views expressed in the workshops and during informal consultations. Guiding questions for each topic are outlined further below.

The Second Workshop in 2024 under the Sharm el-Sheikh Dialogue will be convened on 6-7 October 2024 at Maritim Jolie Ville Resort in Sharm el-Sheikh, Egypt.

Regarding your upcoming participation in the events in Sharm El Sheikh from October 2-9, the government of Egypt is pleased to provide special visa arrangements for all participants. You are eligible for a visa of entry free of charge from all Egyptian missions abroad.

To apply for the visa, please submit the following documents to the appropriate consular authorities as soon as possible:

1. Completed visa application form (attached).
2. Two passport-sized personal photos.
3. The official registration letter from the Secretariat.
