The United Nations Office of Counter-Terrorism (UNOCT) kindly invites you to the Third United Nations High-Level Conference of Heads of Counter-Terrorism Agencies of Member States (HLC) from 19 to 20 June 2023. UN Secretary-General Antonio Guterres will open the HLC at 10:00 am, on Monday, 19 June 2023 under the overarching theme of “Addressing Terrorism through Reinvigorated Multilateralism and Institutional Cooperation.”
The HLC will feature four interactive thematic working sessions and will bring together Government Leaders, Heads of Counter Terrorism Agencies of Member States as well as a strong cadre of CT/PCVE practitioners and experts from the UN system, international and regional organizations, civil society including youth, women, human rights actors, victims of terrorism, academia and the private sector, to discuss key counter-terrorism priorities, trends, emerging risks and challenges, and preventive strategies and solutions under the four pillars of the GCTS strategy.
The HLC is being planned as an in-person event. All sessions will be webcast live except for one session on Threat Assessment on 20 June 2023 which will be closed and only open to Member States. Interpretation in all six official UN languages will be provided for all sessions of the HLC.
The HLC is part of UNOCT’s Third Counter-Terrorism Week (CT Week), scheduled from 19 to 23 June 2023, which also includes the Plenary Meeting and General Debate of the General Assembly on the adoption of the Eighth Biennial Review Resolution of the Global Counter-Terrorism Strategy (22 and 23 June 2023), and some 26 side-events to be held during the entire CT week from 19 to 23 June 2023.
