WHAT: France will organize ahead of the ninth BTWC Review Conference an hybrid event entitled: “Strengthening Global Biological Safety & Security through the operationalization of the BTWC”. France alongside with other sponsoring States Parties from all regional groups has submitted three proposals with a view to contributing to the application and strengthening of the Biological and Toxin Weapons Convention and, thus, to the Global Biological Safety and Security framework. These proposals by States Parties from all regional groups, taken together, provide a coherent approach for the strengthening of the Convention in the short term, without need of additional human resources in the Implementation Support Unit. Their adoption and implementation would thus allow for an almost complete operationalization of the Convention: the strengthening of national implementation; the implementation of the Convention's collective security clause; the creation of a tool to facilitate peaceful biological uses. These concrete and pragmatic proposals – which have been put forward during previous meetings for consideration and possible adoption by all States Parties during the Ninth Review Conference – are related to the implementation of articles IV, VII and X of the BTWC.

WHEN & WHERE: Thursday 24 November 2022, 9:30-14:30 CET, at the Palais des Nations (Room Tempus) and online. The event will take place both in French and in English. Breakfast buffet will be provided.

PARTICIPANTS: FRANCE encourages the participation of diplomats, national representatives, policymakers from States parties working on or interested in issues pertaining to the Biological Weapons Convention.
