The WHO Independent High-level Commission on NCDs was established in October 2017 by WHO Director-General Tedros Adhanom Ghebreyesus, recognizing the lack of adequate global progress in combating noncommunicable diseases (NCDs) and the very real possibility that Sustainable Development Goal (SDG) target 3.4 will not be met.
In the first phase, the Commission provided the "Time to Deliver" report including six recommendations.
The second phase aims to address several issues related to the implementation of the recommendations contained in "Time to Deliver" report, and the "2019 Political Declaration of the third high-level meeting of the General Assembly on the prevention and control of non-communicable diseases".
