The Committee for the Protection of Cultural Property in the Event of Armed Conflict is composed of twelve States Parties to the Second Protocol to the Hague Convention of 1954 for the Protection of Cultural Property in the Event of Armed Conflict elected in accordance with Article 24 of the Second Protocol by the Meeting of Parties.
Upon the request of Lebanon, and as supported by two-thirds of the members of the Committee, in line with Rules 2.2 to 2.5 and 3.3 of the Rules of Procedure of the Committee, an extraordinary meeting of the Committee is scheduled on 1 April 2026, from 10:00 a.m. to 5:30 p.m., at UNESCO Headquarters.
In line with Rule 8 of the Rules of Procedure of the Committee, Parties to the Second Protocol that are not members of the Committee, States non-Parties to the Second Protocol that are High Contracting Parties to the 1954 Hague Convention, and other States that are Members of UNESCO or the United Nations may attend the sessions of the Committee as observers, without the right to vote. Eminent professional organizations such as those which have formal relations with UNESCO, may attend the Committee without the right to vote, if invited by the Director-General and subject to subsequent confirmation by the Committee.
In line with Decision 20 COM 5 of the Committee (UNESCO, 2025), the working languages of 5th extraordinary meeting of the Committee are English and French. Simultaneous interpretation in these languages will be provided in plenary sessions.
