1. Background
The Article 6.4 Supervisory Body (SBM) continues to advance the operationalization of the mechanism, building on the landmark achievements of 2024, which marked the conclusion of protracted negotiations on Article 6 and the adoption of key rules, regulations, and standards. Among these were the standards on methodologies, requirements for removals, the sustainable development tool, and the appeal and grievance procedures. Earlier this year, the mechanism reached another milestone with the approval of the first CDM-transitioned project as an Article 6.4 activity.
Within this broader framework, addressing the issue of non-permanence and reversals in removal activities has been a central focus of the SBM and its MEP. Starting from its tenth meeting in 2024, the Supervisory Body mandated the MEP to prepare recommendations on a range of interrelated products, including post-crediting monitoring and remediation, the treatment of reversals, reversal risk assessment, and guidance on avoidable versus unavoidable reversals compensation.
At its seventeenth meeting, the Supervisory Body noted the MEP’s ongoing work on implementation of the “Standard: Requirements for activities involving removals under the Article 6.4 mechanism” related to addressing non-permanence and reversals. The Supervisory Body requested the MEP to prepare a single recommendation, identifying options where necessary. The Supervisory Body underlined that, while the MEP is invited to explore the full range of potential approaches to operationalize the requirements of the Removals Standard for consideration of the Supervisory Body, it shall stay within the mandate set by the previous decisions of the Supervisory Body including the Removals Standard.
At its eighth meeting, the MEP continued to work on the draft reversals standard and considered stakeholder inputs received during the public consultation. The MEP considered the large number of inputs received and developed the draft standard on addressing non- permanence and reversals accordingly.
To reinforce transparency and strengthen stakeholder engagement, the secretariat is convening this dedicated webinar. It offers an opportunity for stakeholders to deepen their understanding of the draft standard, and the technical debates underpinning its development.
The primary objective of this webinar is to provide stakeholders with information on the process undertaken in developing the current draft standard on addressing non-permanence and reversals. The webinar is not intended to solicit stakeholder views or inputs at this stage. Instead, it will serve to clarify the main elements of the draft standard and to demonstrate how inputs already submitted by stakeholders have been considered and reflected in the present version.
The secretariat will endeavor to convene an additional webinar on this subject, should a mandate to do so be provided by the Supervisory Body.
