Recalling paragraph 11, Article 13 of the Paris Agreement, information submitted by each Party under paragraphs 7 and 9 of Article 13 shall undergo a technical expert review (TER). Further, in accordance with the modalities, procedures and guidelines (MPGs) in the annex to decision 18/CMA.1, paragraphs 158 (a) and 159, a Party shall undergo an in-country review for the first biennial transparency report (BTR). Those developing country Parties that need flexibility in the light of their capacities have the flexibility to instead choose to undergo a centralized review. The review will result in a technical expert review report (TERR).
Further, decision 14/CP.19, paragraph 7, outlines that developing country Parties seeking to obtain and receive payments for results-based actions on REDD+ can submit relevant information and data in the form of a technical annex. Paragraph 8 of the same decision outlines that the submission of the technical annex is voluntary and in the context of results-based payments. As mandated in paragraphs 10–14, a technical annex was submitted by Bhutan and will be subject to technical analysis (TA) by two land use, land-use change and forestry (LULUCF) experts. In accordance with Decision 18/CMA.1, paragraph 14, the TA referred to in decision 14/CP.19, paragraph 11, shall be carried out concurrently with the TER under Article 13 of the Paris Agreement.
The technical analysis is scheduled to be organized in Bonn, from 6 to 10 October 2025
