Purpose: The training provides a foundation on the role and responsibilities of HCC / LCC and gives practical guidance on the following:
•The importance of vetting and the role and functions of the Committees
•Delegation of procurement authority
•Review criteria
•Meeting procedures: who attends; when to meet, etc.
•Committee recommendations
•Meeting minutes
•Technical evaluations
•Best value for money
•Systemic issues in the acquisition and vetting process
The course also includes a module on UN acquisition processes and procedures and deals with such topics as:
•What is procurement; its definition and impact
•General principles and policy (Financial Regulations and Rules; Procurement Manual)
•Acquisition planning; specifications; solicitation methods; tender & evaluation
Who should attend:
•The LCC Basic training course is mandatory for staff members serving on the Committees on Contracts, andtherefore, LCC Chairs, members, and Secretaries are the primary beneficiaries of this training. When seats areavailable, procurement officers, requisitioners, and resident auditors are also encouraged to attend.
Course Requirements / What to expect:
•Participating LCC Secretaries will be invited to submit one or two examples of their actual meeting minutes to beused for a personal consultation with the trainer.
•Participants will receive hands-on training through role play and actual case studies. In preparation for the casestudies, a participant may be expected to do some preliminary reading (equivalent to approximately 1 hour ofreview / “homework”).
Duration: This is a 3-day course.
