The Conference of the Parties (COP), by its decision 12/CP.17, paragraph 13, invited developing country Parties, on a voluntary basis and when deemed appropriate, to submit proposed forest reference emission levels (FRELs) and/or forest reference levels (FRLs), in accordance with decision 1/CP.16, paragraph 71(b). Further to this, in decision 13/CP.19, the COP decided that each submission on proposed reference levels shall be subject to a technical assessment. The technical assessment of submissions on reference levels shall follow the guidelines and procedures adopted in decision 13/CP.19 and its annex.
Pursuant to decision 13/CP.19 on “Guidelines and procedures for the technical assessment of submissions from Parties on proposed forest reference emission levels and/or forest reference levels”, the secretariat is organizing a technical assessment session of proposed forest reference emission levels and/or forest reference levels in Bonn from 24 to 28 March 2025.
