The purpose of the UNPMMC is to increase professional knowledge and leadership skills for officers deployed in a middle management/command capacity in the United Nations environment.
According to the DPKO/DFS Guidelines on Police Command in United Nations Peacekeeping Operations and Special Political Missions (2015.14), police leadership is the ability to articulate a vision and provide the guidance, core values, and principles needed to implement that vision. It includes negotiating, influencing, and building relationships as well as other skills. Command involves the development of strategies, the ability to make sound decisions and execute plans, and the skills to prepare for contingencies. Managing refers to handling organizational and institutional issues, understanding systems and processes and holding others accountable. The UNPMMC will focus on supporting officers in developing these three dimensions so that they can lead, command, and manage effectively in challenging circumstances.
