Accredited non-governmental organizations that fall under the following categories can register to participate as observers for INC-4:
- Non-governmental organizations (NGOs) in consultative status with the Economic and Social Council (ECOSOC) (Special, General or Roster consultative status).

- Non-governmental organizations accredited to UNEP and invited to participate in the sessions of the United Nations Environment Assembly (UNEA).
You can check if your organization is UNEP accredited here.
- Organizations accredited to the governing bodies of the Multilateral Environmental Agreements (MEAs) and regional environment agreements administered by UNEP.
Eligible organizations that belong to the above-mentioned categories will be able to register up to five (5) representatives through the ‘Register here’ button below to participate as observers.
The following documents must be uploaded on the INDICO registration form at the time of registration:
- A nomination letter in the organization’s letterhead with the composition of the delegation to INC-4 containing the names, functional titles, and affiliation of the representatives. The letter must be dated and have the handwritten signature of the person responsible for the organization. Organizations are requested to submit the letter in pdf format.
- A passport-size color photograph (with a white, grey, or neutral color background) of the representative.
- The passport biographical page of the representative.
Please note that the review and verification process of online registrations is not automatic and may take up to a few days, which may vary according to the volume of registrations received.
A participant must be at least 18 years old to attend the INC-4.
The deadline for registration to participate in the INC-4 is 26 February 2024.
There will be no on-site registration.
