The Human Rights Council in its Resolution 50/21 mandated the SR to develop "specific technical and practical tools to assist law enforcement in promoting and protecting human rights in the context of peaceful protest", in collaboration with OHCHR and UNODC. These technical and practical tools will be completed by the end of 2023 and present these tools at the fifty-fifth session of the UN Human Rights Council in 2024.
The Resolution further requested the SR to “engage in global and regional consultations” and seek the views of different stakeholders, including states, the United Nations Secretariat, and other relevant agencies, funds and programmes, inter-governmental organizations, law enforcement practitioner and civil society organizations.
The SR will convene five regional consultations with law enforcement practitioners and experts as well with civil society activists, followed by a global meeting in Geneva this November, which will inform these practical tools.
A call for inputs from Member States, CSOs and other actors was issued and available on the mandate webpage (in E,F,S).
