The First Decade of Action for Road Safety (2011-2020) ended with an unfinished agenda in 2020 as the target of reducing road fatalities and injuries by 50 per cent between 2011 and 2020 remained unaccomplished. As a follow-up, on 31 August 2020, the General Assembly adopted Resolution 74/299 on improving global road safety which proclaimed the period 2021–2030 as the Second Decade of Action for Road Safety. In accordance with the Resolution, ESCAP joined a global task force in the preparation of a global plan of action which was launched by the global community on 28 October 2021.

Road safety remains a key thematic area under the regional action programme (RAP) for sustainable transport development for Asia and the Pacific (2022-2026) adopted at the 4th Ministerial Conference on Transport in December 2021 which welcomed the launching of the Global Plan and noted the importance of a regional plan. In line with the above, the ESCAP had reviewed the Global Plan in the context of the ESCAP region and organized a regional capacity-building workshop and presented a draft regional plan to the stakeholders and received feedback on 23 March 2022. As a follow-up, ESCAP has revised the draft which will be placed for the endorsement of the participants in an Expert Group Meeting (EGM) in Bangkok on 9-10 August 2022.
