The overlapping impacts of the COVID-19 pandemic, accelerating climate disasters and geopolitical conflict are a threat to gender equality and women’s rights across the globe. A new report by UN Women and UNDP shows what governments can do now to prevent further rollbacks and recover lost ground, while enhancing resilience and preparedness for future shocks. Government Responses to COVID-19: Lessons on Gender Equality for a World in Turmoil draws on a unique global dataset of nearly 5,000 measures adopted by 226 countries and territories in response to COVID-19. It analyzes the extent to which these measures have responded to the specific challenges that women have faced, highlights gaps as well as good practices, and looks at the factors that have enabled a stronger gender response across countries.

This report builds on another recent UN Women report, Beyond COVID-19: A Feminist Plan for Sustainability and Social Justice, launched in September, which provides a visionary and practical roadmap for putting gender equality, social justice, and sustainability at the centre of the recovery and transformation. The Feminist Plan outlines a three-part policy agenda on jobs, care and climate to enable a care-led, green and gender equitable recovery, while promoting feminist politics for transformative change.

The two reports’ findings are particularly relevant at a time when the world is caught up in multiple and intertwined crises that are causing immense human suffering and long-term systemic instability. Against this backdrop, the need to ensure that crisis response and recovery strategies are gender-responsive is more urgent than ever.
