The World Health Assembly is the decision-making body of WHO. It is attended by delegations from all WHO Member States and focuses on a specific health agenda prepared by the Executive Board. The main functions of the World Health Assembly are to determine the policies of the Organization, appoint the Director-General, supervise financial policies, and review and approve the proposed programme budget. The Health Assembly is held annually in Geneva, Switzerland.

Due to the COVID-19 pandemic, the Second Special Session of the World Health Assembly will take place in an hybrid format. Each delegate of a Member State who wishes to participate in person should be registered on both platforms: eMRS and in INDICO. Registration in INDICO will not be limited by delegation, however only two members of the delegation will be able to access the building at a time. The access badges for the approved participants need to be collected at the WHO headquarters at the main reception. In addition two colored badges will be distributed to each delegation: one will give access to the meeting room and the other one to the overflow room. The color badges are interchangeable within the delegation. In order to access WHO premises, each delegate should present the delegate badge (INDICO) and one of the two colored badges.
